SCAP Announces One-Year Interim Decentralized, and Regionally Empowered Coordination Model

For decades, the Student Catholic Action of the Philippines (SCAP) has partnered with arch/dioceses and educational institutions to form Filipino youth and students into dynamic Christian leaders, serving the respective communities. To ensure that our mission remains deeply rooted in the realities of our students and responsive to the evolving needs of our communities, we are writing to inform you of a significant shift in our organizational structure and communication channels. 


Effective immediately, SCAP is implementing a one-year interim plan that transitions our central operations into a decentralized, regionally empowered model. Strategic initiatives, and decision-making are being decentralized into three major regional hubs: Luzon, Visayas, and Mindanao headed by the following:

Mr. Isagani Cagatcagat - Director for Mindanao


This localized approach is guided by our new strategic framework, focusing on the 3Cs:


  • Content: By unifying our vision, we can decentralize the implementation of formation programs, advocacy initiatives, and pastoral responses that are highly contextualized. The social realities of the youth in Mindanao differ from those in Metro Manila or the Visayas; this structure allows regional leaders to curate content that speaks directly to their specific lived experiences while remaining anchored in Catholic Social Teaching and See-Judge-Act methodology. 


  • Connection: This shift aims to strengthen the synodal journey at the grassroots level. By placing leadership closer to the ground, we can foster tighter, more responsive networks among local parishes, arch/dioceses, educational institutions and units within each region, ensuring that no local SCAP unit feels isolated from the wider community.


  • Capital: We are empowering our regional hubs to cultivate and manage their own resources—both human and financial. This means localized leadership formation training, regional capacity building, and developing sustainable, community-based funding models that support local initiatives directly. 


This one-year interim phase is designed to adapt, and refine this decentralized approach while preparing to have a full-time staff in the future. Throughout this period, the regional hubs will be supported by the National Secretariat Volunteers who will remain actively engaged, supporting the interim plan. Together with the team of directors, they will provide the necessary guidance, ensure alignment with our national identity, and facilitate best-practice sharing across Luzon, Visayas, and Mindanao.
